Is there a special procedure for Handicapped and/or Elderly to renew license/State ID during Covid?

My daughter flew in from Tennessee and couldn’t get her business taken care of. She needed to transfer title. We called for three days multiple times and couldn’t get an appointment. We then went to state office on Mack and the worker who was on the door was horrible and so rude. I have written you about this office before. You need to clean up that office. We called multiple offices and got the same message.
